Interim payment certificate software: every IPC, tracked to cash

ConstructINS is interim payment certificate software for contractors and developers: it prepares and checks every IPC (المستخلص الجاري) and keeps it from submission through certification to payment, with retention, advance recovery, withholding, VAT and the net due, showing which certificates are overdue and how long certification is taking. It is for commercial teams in Egypt, Saudi Arabia, the UAE and the GCC, in Arabic and English. Generating certificates and the final account from your measured quantities is set up in the pilot.

What the interim payment certificate software does

  1. Bring in the payment registerUpload certificates from Excel — submitted, certified and paid amounts with their dates, retention, advance recovery, the 1% withholding, other deductions, VAT, previous and cumulative — or scan a paper IPC and Scan & Capture reads it into the register for you to check.
  2. Net due, worked the same way every timeNet payable is the certified amount less deductions plus VAT, so “overdue” means real arrears, never a gross figure.
  3. Ageing and DSOEach certificate shows how long the employer took to certify and to pay, what is overdue, and days sales outstanding across the project.
  4. Retention, subcontractors includedMain-contract retention follows the contract terms; a separate register keeps subcontractor retention (محتجزات مقاولي الباطن) — held, released and what triggers release.
  5. Chase, with a person approvingThe commercial agent drafts a payment chase letter for a person to send, and any interim application goes to a named approver before it moves.
  6. The developer’s sideFor a developer, certified interim payments not yet paid show as payables in the cash-flow plan.

Set up in your pilot

  • Generating the IPC and the final account from your measured quantities is set up in the pilot.
  • A certification workflow for the engineer and the employer, inside the platform, is set up in the pilot.
  • Certificates in riyals or dirhams, with their VAT, on your own projects are set up in the pilot.

In Egypt, Saudi Arabia, the UAE and the GCC

Egypt

Built around Egyptian certificates: the 1% withholding, 14% VAT (with Law 157 of 2025’s rule for older contracts), retention and advance recovery, in Egyptian pounds — and Ask knows the payment, retention and advance rules in the executive regulations of Public Contracts Law 182.

Saudi Arabia

Contracts run in Saudi riyals — certificates, cost and escalation under FIDIC 13.7 on GASTAT’s construction-cost index, 15% VAT, 10% retention, no Egyptian withholding — and each SAR amount shows its EGP and USD value on hover, at the live rate or the company’s fixed rate. You see it on the Riyadh project in the demo; your own projects are set up in riyals in the pilot.

UAE and the GCC

In the UAE and the rest of the GCC it works in English and Arabic on FIDIC-based contracts, beside the ERP you run. Dirham pricing and UAE VAT on your projects are set up in the pilot, and the Forex board shows the dirham’s live rate.

Frequently asked questions

What is an interim payment certificate (IPC)?

A periodic statement — usually monthly — of the value of work done, certified by the engineer and paid by the employer less retention, advance recovery and other deductions. In Egypt and the Gulf it is called المستخلص الجاري.

Can ConstructINS prepare our مستخلصات?

Yes. It prepares and checks certificates — the deductions, VAT and net due — and tracks each one to payment, with generation from your measured quantities set up in the pilot.

Does it track subcontractor retention?

Yes. Subcontractor retention has its own register — held, released and the release trigger — and subcontractor invoices can be read by Scan & Capture.

How does it work out overdue payments?

Net due is certified less deductions plus VAT. A certificate past its payment date is overdue by that amount, and the register shows certification ageing and DSO.

Is there a free Excel program for مستخلصات?

ConstructINS reads the Excel register you already keep, so nothing is retyped. Access is arranged after a guided demo.

Does it know the FIDIC payment clauses?

Yes. The contract clause reader knows FIDIC 2017 sub-clauses such as 14.2 (advance payment), 14.8 (delayed payment) and 14.9 (release of retention), and maps the 1999 numbering.
